Just to fill in some spots:

Build a heel stable full of former World, IC, and US champions (League of Nations) and have them take pinfalls one by one

Link him with the hottest female face at the time (Sasha) for promo segments

Play up his Samoan heritage by linking him with a beloved face tag team (The Usos, which actually caused a negative effect with them starting to draw boos)

Don't feel like writing an entire storyline. The short of it is, they need to stay away from milestones and big moments for Roman.

He needs a character reset of at least a year.

We can use wordplay to make any finisher sound bad. The problem is the former shouldn’t be a finisher and the latter is too commonly used among other wrestlers. Nothing about him makes him stand out, from his theme being the shield theme, to his gear being essentially the same, to him not changing or developing a character or look or promo style. He’s basically if Vince inserted his own personal CAW into the shield and never shook things up after breaking up the group. There isn’t anything that makes Roman feel any more special than anyone else, yet the announcers and company present him as the greatest thing ever. It creates a massive disconnect far worse than even peak super cena from 2006-11 did when they’d call him the most controversial star ever while he was a cookie cutter white meat face simply because he was getting booed out of the building.

Why they should've done is have Roman beat Cena when he was still "Super Cena", not after he decided he was leaving the business and everybody including Kevin Owens, Brock Lesnar, and others had beat him.
