this non-christian would still have to serve constituencies that have power over him. this person also might be insecure, like a black president making sure everybody knows that he is not just the president for black people. the truth is, if the underlying conditions are pro-christian, the policies will still lean toward that, and a person from an outgroup might even feel pressured to prove how amenable they are to the other side's feelings (ie, democrats trying to prove they are tough on crime)
also, much of the policy has to be a bill first, so they are still constrained
