The only way you have a mandate in American politics is if your party holds a super majority in the House and the Senate, and even then, shyt can be tricky

Otherwise you have to negotiate, and hope that your positions can sway public opinion enough that it influences the elected representatives who oppose you, to come to an agreement on certain things
