Biden was/is deeply unpopular and Harris had to maneuver a campaign while being tied to him with so little time to go.
Granted, there were senate races where Dems won by a hair in those swing states, and North Carolina voting for a democratic governor maybe indicates if Dems hosted a primary immediately after midterms they would’ve had a better shot.

She did not have to put a campaign together in 3 months, the machine was already in place, they had simple replaced the figurehead, which isn't really that hardHad to put together a campaign in 3 months. Still only loss by a hair with the popular vote.
