Basically, it's making a copy of a website. The ENTIRETY of it's contents. Sometimes it's done to steal information, but the biggest issue is that is screws with Site Rankings. The mods looked into it and determined it wasn't him/them, but that account has been linked to WAY too much fishy shyt to keep letting it slide with NO repercussions.​
