Apparently they have 6,000 nukes. I hope the United States is just downplaying how many we really have and its alot more than them.

How do we know they really have that much? They lie about everything
because you don't really need more than a few hundred well maintained and ready to go. russia can't even maintain tanks, you think they're maintaining thousands of nuclear warheads?
Right. India and Pakistan alone could end the world.
because it is a much bigger part of their political culture/propaganda than ours. the nukes are a big point of pride for russian militarism.
strategically it is a big waste because you don’t need a big nuclear arsenal to deter invasions or even to confront other states. china doesn’t have anywhere near as russia and nobody is gonna invade them. and it costs a lot of money to maintain them that could be going to other, more practical military investments (russian military budgeting is a big part of why they are doing so badly in ukraine)

I think there is a nuclear council and the countries with nukes have to be open for inspections and information about their nuclear weapons.

What's the difference between having Bill Gates money and Elon Musk money? There's nothing that Musk can do or buy that Gates can't. Same thing with nukes. After a certain number it doesn't mean anything.

I frankly doubt they have as many as they claim to but as other people have already pointed out it doesn't really matter
At the end of the day it is crucial the nuclear states implement severely limiting nuclear warheads if not entirely eliminating them
