I don't think this particular connection is right but Bill Gates (and a bunch of other elites) are idiots on the overpopulation issue and it definitely could have very bad consequences.

I doubt that because it would simply be too difficult without enough payoff. Large changes in population are hard to make happen and it would take decades to see the fruit, and even then any reduction in population could be completely offset by increased consumption by the remainder. And even if you DID reduce population and consumption, you'd still have to capture those increased available resources which would be an entire additional problem in itself.

I think they want more resources for themselves on top of wanting to blame poorer nations for the mess they have created.
