I think it depended on the school district. In Florida they had regular price, reduced, or free lunch. The last two were programs parents were able to sign up for.

It depends on the district for free lunch. The elementary school I used to teach at for the past 5 years had free lunch. Now I'm at an affluent school and it's either full or reduced based on income.

No I graduated the same year and had free lunch my entire life.
