I know the two words are different. However, people use civilized instead of tactful when talking about behavior. They're basically saying they know how to behave properly, which is tactful NOT civilized.

I'm civilized by default. I'm not being tactful. I'm just not a wild hooligan. It shouldn't take any level of "tactfulness" to behave like a normal human being.

yep, people from the hood aren't civilized. bunch of wild animals.

you have to act civilized to fit into normal society, but in the hood you go back to your third-world instincts.
