No. That was just the producer tolling. The producer didn't like Beebop and Rocksteady, but the higher ups was forcing him to include Beebop and Rocksteady. As a compromise the producer made up Toka and Razaar and put them in the film, but he made those characters retarded on purpose to troll the suits because he really hated the Beebop and Rocksteady characters. It's actually a pretty common practice for producers to make a terrible version of something they were forced to include out of spite. I always believed that's why he got a half-assed Robin in the Dark Knight Rises because Nolan hated the Robin character and never intended on including him in any of his Batman films.
