I think ultimately it's that 'follower count' is a bullshyt statistic that we think means something, but in a world of bots, and of multiple accounts and of people tossing a follow into the abyss because it costs them nothing... a lot of people have sold their follower count as them actually having a following, when really most these folks can't monetize their base using anything but sex
It's just like people with hella 'friends' who can't get anyone to pick them up from the airport. I'm pretty sure that's why the OF revolution happened - all them girls with 100k+ followers who couldn't even get 10 people to use their promo codes had to accept their actual place
