I still think they should make an agreement and have Hogan make an appearance, similar to when they let Ric Flair appear for Hall of Fame.

Without Hogan there would not be a Wrestlemania, he should be at the 30th show.

Hulk Hogan Has Not Signed With TNA
Posted by Joseph Lee on 10.15.2013

According to a new report...

PWInsider reports that Hulk Hogan has not signed with TNA after all. Previous reports had claimed that Hogan had signed a new contract after WWE offered him less money than TNA, but this doesn't seem to be the case. That means that Hogan is still a free agent at the moment.

you could tell that report was likely BS - not enough specifics. What did WWE offer him? Was it just a Mania appearance? Long term deal? Few shows? Sure they're not going to give him an outrageous amount for a 60-year old who isn't going to work a match, but I don't think they'd completely lowball him either. It seems clear that they'd like to do business with him again.

Uncertain grounds
thoughts on this:

what if they just turn cesaro on swagger and zeb and tease a mystery partner for a tag match at wm30 and have it be cesaro and hogan vs zeb and swagger...? hogan can come in on a hot tag vs zeb, put the boot and leg drop on him and cesaro could giant swing swagger when he tries to break up the pin. Then after the match Hogan on the mic blessing cesaro with a major title push:blessed:

Good to hear Hogan hasn't signed with TNA, really want to see him at WM30. The 30th anniversary of the first WrestleMania, the event he pretty much made single handily, Vince wasn't born yet. I'm still holding out hope that they relieve the WM3 moments by having Hogan slam Andre's casket, after all it is the 40th anniversary of WrestleMania 3 where Hogan slammed and killed a 937 LBS drunken Giant in front of 750K fans at Shea Stadium on the sunny 4th July day. It was at that moment Hogan realized his future was in Wrestling and not being the 5th member of the Beatles. It's important for Hogan to be there at WMXXX.
