Where was that dictator? I searched over an hour for him and didn’t see him. Was he in some shack?

he was in a shack towards the construction site for me. but I watched someone online and he was in a different spot, so I guess he spawns in more than one location

I read he spawps in more than one location too, so when I found him I became impatient and broke out the scope instead of starting over. Got my worst rating ever.
as i said before, i went back and bought the first before continuing with this.
at this rate...i won't be playing this game or coming back to this thread for a while..did so much in Paris and Sapienza
