By the time Tony realized he couldn't charm or negotiate with him it was too late. Things started promising but you could see early on that Phil's obsession with hyper masculinity and strength were gonna be a problem. The way he undercut Johnny Sac after seeing him cry at the wedding...

Then later when Tony tried to reason with him and reminded him of their encounter in the hospital room. Phil was obsessed with perceived slights and being viewed as the ultimate alpha. Same as Tony...but at least you could negotiate with Tony. Phil...nah.

I somehow don’t remember how it ended for Phil but My memory says he is the one who put the hit out in Tony
