These legacy projects require nostalgia to sell. Harder to feel the sense of nostalgia when the character doesn't remotely resemble the original actor.
Its the reason Han solos movie failed even though that actor was white. Studios used to make more of effort on this front.
Robert Deniro did a great job channelling young Marlon Brando in Godfather 2 for example.
Its not even about skin color entirely.
Tom Hiddleston would obviously be the choice for young Snape, he looks the part and already does an amazing impression of the late actor. Is more famous and would bring in a larger audience. Clearly the most qualified actor for role. But he probably too expensive
