I’ve always found this odd bc a short film he made about being biracial is how he jump started his career. did he finesse his way into Hollywood?

The reason why samoans and other pacific islanders look kind of 'black' sometimes is because the ancestors of all Polynesians (hawaiians, samoans, fiji, tonga etc), the first group left what is not modern day papua new guinea looked just like this.
These people features resemble that of Africa but their DNA is 10's of thousands of years removed from Africa, they are genetically closer to Chinese people to most of us.
