No, he should have just done a better physical examination or done things in better order. Assuming she is telling the whole truth (I doubt she is, her story sounds off) you're supposed to take sexual history into account or there is no point in asking it and not asking it is what leads to things like HIV or less obvious diseases and such being missed. Especially in women where diseases like Chalmydia may not show up with symptoms, instead of focusing on one disease, one can catch another in the process as well.
