A Kenyan police force is expected to lead a non-#UN multinational security support mission (MSS), authorized by the #UnitedNations #SecurityCouncil (resolution 2669), to assist #Haiti. Still, the question of how to pay for it has yet to be sorted out. The #Biden administration, behind the effort to bring a group of nations together to help Haiti, is planning to pick up a large chunk of the tab, which is expected to run up to #USD 600 million.

The #US administration is, however, facing scepticism from #Republican leadership in #USCongress . @MiamiHerald #Florida Republican Rep. @MarioDiazBalart, who serves as chairman of the House Appropriations subcommittee with responsibility for foreign aid, has recently stated that #US lawmakers need more information from the #Biden administration, including their Plan B should #Kenya be unable to lead the MSS into #Haiti. @MiamiHerald

The #US has pledged up to $200 million to fund the MSS, which is intended to be led by Kenyans with contributions from #Jamaica, The #Bahamas, and other #Caribbean and #African nations. Of that amount, the administration has already made an initial request for $50 million from #US Congress. Lawmakers partially released $10 million, and the administration countered by asking for $17 million to begin the process. @MiamiHerald

It is worth recalling that Interior Minister of #Kenya, Kithure Kindiki, warned last November 2023 that "unless all resources are mobilized and availed, Kenyan troops will not leave the country."

Another hurdle is that the deployment has been blocked in #Kenya following a decision of the High Court of #Nairobi on 26 January 2024. Justice Chacha Mwita of the High Court stated last week that Kenya's National Security Council, which President #Ruto leads, does not have the authority to deploy regular police outside the country. He added that the council can only deploy military, not police, for peacekeeping missions such as #Haiti. The judge further explained that Kenyan law only allows the government to deploy police officers to another country if a reciprocal agreement exists between Kenya and the host nation.

He stated that the government would challenge the court's decision before the Court of Appeal (@BBCWorld) Ekuru Aukot, the Kenyan opposition leader who brought the case, said that he was ready to bring it up to the Supreme Court if necessary "We will still be waiting for them at the Court of Appeal, and we will go all the way to the Supreme Court" he told @AFP. According to sources to @lemondefr , it is already speculated that, in the event of a prolonged blockade by the Kenyan justice system, the #UN #SecurityCouncil may be ultimately incited to find another candidate to lead the mission.

In the meantime, #Russia, during the UN #SecurityCouncil Meeting on #Haiti held on 25 January 2024, complained that despite the adoption of resolution UNSC 2699 (2023) (for which #China and #Russia abstained), there was still no information at that time on the key parameters of the operation, including the rules of engagement. Recalling that this intervention was agreed under Article VII of the Charter of the #UnitedNations, #Russia insisted that the MSS should be conducted within clearly defined parameters.
