It is a protection racket where if you fail to pay they rough you up, burn down your house/business or worse. They are petty thugs who started as govt enforcers with some modicum of control by the police and who have since gone rogue to prey upon the community.
Only last month the group presumed responsible for kidnapping US missionaries in #Haiti was demanding to collect taxes in Kwadèboukè.
