Governments get intelligence briefings that do not obviously pinpoint the date and time of any attacks. The US and UK authorities put out travel warnings as far back as last year warning about potential attacks that made Kenya unhappy. Many countries try to keep everything normal even in the face of what would only be described as potential attacks. They should however step up security, I don't think Ethiopia even faced as many attacks after intervening in Somalia.
