He was nasty, but I always felt like his role was kinda marginalized, especially since he was dispatched so early and had minimal screen time
I feel you on the part about him being marginalized and one could make the argument that Stephen is the true villain of the movie and nastier but Leo does so much with the screen time he has and just left an impression on me. He was what a good villain should be: charismatic, enticing, full belief in their mission, but also able to turn it all on a dime and be ruthless and nasty while still maintaining what made you like them in the first place
