I'm wondering how they are getting away with pretty much R rated violence. Dudes getting their brains splattered and exploding with gunshots every 5 minutes...and now being eaten alive

Is the Gotham Police Force the most incompetent group of all time? How are dozens of cops getting killed every week and the city not in a state of lock down or emergency? This place needs the Armed Forces Where do new cops keep coming from? At this rate I can't see how the city would even have a police force for the 10-15 years until Batman comes
