Both are terrible choices. The point of a VP is to widen your constituency (at least in theory). Neither Noem nor Lake help to balance out the perception that Trump is a lunatic.
Scott helps Trump with moderates and strengthens him with Evangelicals. Scott also helps him with low information minority voters.
VP picks don't matter.

How does an election denying, anti-choice governor who opposes trans rights help Trump with suburban women? Kristi Noem is not a moderate and suburban voters are not going to view her as one.
