As for the main point of the discussion, again, Horford is not a #1 option on a championship-level team but he was never packaged as one (other than the fact that he was the best free agent big man last summer and got max contact money). Moreover, he hasn't been able to rebound at a desirable level (whether that's because of the team's system or his own shortcomings is another debate). HOWEVER, anybody who thinks the Celtics didn't improve with Horford's addition is delusional. Just look at how much the team improved compared to last season. As for the max contract money, if Boston didn't pay him, then Washington would've. He was the best big man available last summer by a large margin and after him was Ian Mahimi-type big men.
It sucks that Tristan owns Al in the paint but that's what the Cs are gonna have to put up with until we pay/trade for another big man (or wait to see how Yabu is doing). It can't be denied however that the Cs are trending in the right direction and are very close (1 or 2 players away) to contending for a championship. We need to decide what we're going to do with our logjam at the guard positions, what we're going to do with that #1 pick, and see which free agent acquisitions or trades we can facilitate. Of course the Cs are need to make some personnel changes.
