Indeed. Demographic change happens when a country develops, not before. That's how it's always been, everywhere, unless you want to do like China.

You just contradicted yourself by listing China.....also India. Lets not forget whole swaths of Latin America that altered racial demographics artificially. It definitely can be done without development.

I said : either you follow the natural of course of development leading to demographic change, UNLESS you want to do like China (implying : you don't follow that pattern and impose it administratively, as China did).

India has indeed entered demographic change, precisely because of development. But also by having abortions of female babies (or killing them at birth).

No country in Latin America is/was at the level of underdevelopment of most African countries. So those situations aren't really comparable.

Basically comes down to this. Most African governments do not really have a grip on things in the country.

I don't see Ghana being able to implement this even if they wanted to. They do no have the bureaucracy or the organisation to pull it off.

Ironically when Macron said the same thing about African countries, tons of Black people were mad as hell. Turns out many brehs agree.
