There's plenty of stories of non-paying tenants that cost small time landlords their shirt due to the eviction moratorium.

That’s what I’m saying. While landlords might not have been able to collect tenant rent, as long as they applied for relief, something like 97% of them got it. The only knock on the program (apparently) was the difficulty of the paperwork when filing. But if damn near 100% of landlords got the relief they deserved, then it couldn’t have been that hard.
