The White House genuinely believes Ratcliffe has a shot of being confirmed this time around. One idea is that their case may have been bolstered by the temporary pick of Ric Grenell. Because he’s seen as such a provocative figure, senators may be more amenable to Ratcliffe now.

What changed between the last time he got nominated for this same job, failed spectacularly, and now?

GOP leadership must have talked him into it, the only reason he turned it down in the first place is because he didn’t want to give up his seat to the person that the GOP wants to take his seat, so Trump or GOP leadership must have given him some kind of golden parachute that matched or exceeded the money he could have made off the books in his govt position.
