Yo I've always wondered...
I know people that have worked there and a lot of Gamestop managers will let employees open a game and bring it home.
When they bring it back in, they still sell it as new and just re-seal it with a clear plastic sticker.
The fact that this sticker is even an item in stock means Gamestop is aware of the practice.
Is this illegal? Grounds for a class action lawsuit? Why would they think they can break the seal and re-sell it when their own policies of return won't let you break the seal?
