That was the original plan, that's why body shape wise they both look similar. Also the reason why during the early seasons Bart was always agnotistic towards Homer but he loved Krusty because deep down inside his conscience sees Homer in KrustyI didn't know Krusty The Clown was supposed to be Homer's secret identity.

Exactly, in fact a lot of long term original plans that they abaddoned end up being turned into episodes like how the Kamp Krusty episode was originally supposed to have been a full movie.
