It was always Bart heavy but there was a great focus on Homer too but notice how most of the episodes come down to their relationship. As an adult, I see the first season more about a father and son than just one or the other. I think they did the right thing by making Homer the focal point of most of the fukery tho because he's an adult who by his nature, won't grow up and learn lessons.
And this is when the show started to resemble what it would become. Season 1 really isn't THAT funny, it's just good tv
