I don't think the mods themselves have permaban privileges, and only the admin/owner does. And they don't seem all that keen on dropping the hammer on folks. Old school "we dealt with worse back in the day" mentality and all that.

I’m pretty sure the mods deleted the thread, because I can’t find it. But he pretty much tried to make a trolling thread, like he did with Owen, about that Connor kid that died from cancer. I don’t remember the exact wording, but the thread title was something like “What Happened To Connor The Crusher?” and his OP said something like “I heard he got deavored ”
