Its much more then that, but the Baltimore PD storyline is essentially a procedural. Unless you define procedurals as crime dramas that cover multiple cases each season
A storyline isn't what makes a show a procedural, EPISODE STRUCTURES are what makes a show a procedural. You could argue that a show like "Gotham" is quasi-procedural but I don't even think HBO has EVER even done a procedural. Breh, "The Wire" is not a procedural, it's a serial.
