Because you’re smart enough to know that 40+ yrs later from when DOAS term was coined, and 156 years since 40 acres and a mule was proposed in 1864, that if plans and actions are not followed through with implementation than you don’t prematurely give accolades for victories not yet obtained. Especially with a government system that historically gives away with one hand while they’re taking it away with the other unless both hands are forced.
