What gets me is how easy it would be to for WWE to give guys a month off on a rotating basis. You can do an injury angle, or just a "gotta go find myself" angle. They stay off TV and Live Events for a month, but you can tape vignettes and promos etc if you want to keep them on in that sense, or just have them go away and come back. You ought to be able to get most people on the roster a month off a year doing it that way and not really mess anything up.
