They have indicted Netanyahu and Putin in the last two years. Their judges are currently under American sanctions for going after Netanyahu. Like the judges are actually putting their necks out there to hold Netanyahu accountable

The only thing that determines who actually enters their custody is the cooperation of the countries who the indicted are citizens of. Thats a compliance issue, not an issue with the court itself

Usually when the countries are cooperating, its because their governments changed and the new governments are strongly against the indicted parties
