I'm thinking that they want to actually keep the vehicles to repurpose the battery, etc

They can't repurpose the battery once its dead its dead it has to be broken down ( which is also expensive ) and you have to get a new battery

Now your car only lasts as long as 3 to 5 years either the software is no longer supported or the battery just craps out and you're forced to get a new vehicle
