Its not that the Rock "cant" act, its that the roles he chooses doesn't really showcase his acting abilities like a Denzel, DDL, or Leo, etc

The only issue is he never gave us a classic action movie or series on his own.

Arnold gave us The Running Man, Terminator, Terminator 2, Commando, Conan, True Lies, Predator and Eraser
Sly gave us Over the Top, Rocky, Rambo, Tango and Cash, Cobra, Demolition Man, The Expendables
Bruce Die Hard
JCVD Bloodsport, Kickboxer Cyborg Double Impact Time Cop Hard Target Lionheart

The Rock hasn't given us a single classic even though he is clearly the top action guy right now.
