All coups are okéd by at least one of the countries on the UN security council. If someone had no backing from one of them unless he had the backing of the people overwhelmingly they'd sanction the country to death meaning the coup plotter and his people would hve no access to money and all the trinkets that world leaders get and if they tried to go to a decent foriegn hospital or send their kids to a decent foriegn school they'd be denied in which case most coup plotters would step down or get clipped by someone given the nod by one of the UN security council members.
