this is true which is why they would have to make it so that it could be fully submerged in the water like a submarine.

as soon as a bad storm hits. everything starts closing up airtight. and it starts to sink below the water. when the storm is gone. back up we go and the cover comes off. it would be the equivalent of people who live in tornado spots and they have to hit the basement during bad tornado like weather.
