this isn't a new idea it has been done for years and works. international water rights violation is not a joke. republicans don't have a say out there and can't detain people who haven't committed a crime because they are being ferried to international waters to have an abortion. they might however try and prevent them from coming back into the country or something of that nature. most they could do is park the coast guard at the countries water borders as a scare tactic and minor annoyance. they don't have a way to prove that anyone has had an abortion without violating medical privacy laws either.
