If the plague regularly still exists why haven't there been some outbreaks?

I thought this was common knowledge. I learned that around 9th gradeRegardless, ABC is fear mongering. The bubonic plague never left it was simply controlled. Wild, small animals like Prairie dogs, Squirrels, Rats etc are known to carry the same fleas that carry the bubonic plague. If its found in Arizona then thats because the plague is endemic to that region (not all of Arizona but parts of it). You tend to find people living in them rural backwood agricultural areas most at risk of catching it. If you're living around these wild animals then you are more at risk.
There are regions of countries like Madagascar and DRC (in the east) where people are living near wild animals that carry it so they are at high risk of catching it. All it takes is a simple flea bite.
