This is one of the worst ideas I have ever heard. The quality of games will be so poor, and qualifying in each continent will not mean as much because it will be much easier.
These are the teams who would have likely made the World Cup (2014) with an expanded field:
-Jordan & Uzbekistan (Asia)
-Burkina Faso, Tunisia, Senegal (Africa)
-Panama, Jamaica (N. America)
-Peru, Venezuela (S. America)
-New Zealand, New Caledonia (Oceania region)
-Sweden, Ukraine, Romania, Iceland, Denmark (Europe)
You know damn well you arent trying to spend $100 to see Peru/New Zealand play in your city. Germany/ Burkina Faso isnt getting people to watch. Mexico/ Jordan isnt the wave.
First of all, they are gonna make 16 groups of 3. This is such an asinine idea. So Team A plays Team B on Sunday, then A plays C on Thursday, and then B plays C on the next Sunday. How fair is it for Team B to play on a week's rest against Team C on 3 days rest? Who thinks of this shyt? Second, each team only has the possibility of playing TWO games. TWO? They will have 2-3 YEARS of qualifying for just TWO games. Smh.
It would be much better to keep groups of 4 (12 groups), or even groups of 6 (8 groups). In the 8 groups scenario, the 8 group winners move on, and everyone else goes home. At least there, EVERYONE gets 5 games, and you get a true sense of the best 8 teams. Why would I expect FIFA to do something that makes sense.
