A Black militia isn't possible. Arm your household and promote shooting lessons but a militia will get you bodied. The Black Panthers in Ferguson are of no threat for this exact reason, hence the FBI statement.

States rights is what I'm thinking. Locals have to handle the issue first, Then State, then Federal. Problem here is locals delaying the investigation....
