Ferguson Unified Command releases responses to protesters' proposed rules of engagement

Today a collective of several st. louis area police departments and the national guard who will be on duty for the Ferguson protests (known as Unified Command) released their responses to the protesters proposed rules of engagement.

Some they agreed on, but many of the other points they wouldn’t agree to. Here are their responses to the points they had a problem with:

  • Police will wear only the attire minimally required for their safety. (Specialized riot gear will be avoided except as a last resort.)
Unified Command agrees with first sentence.

  • Crowd control equipment such as armored vehicles, rubber bullets, rifles, and tear gas will not be used.
Unified Command believes public safety should help determine the best tools to keep people safe.

  • Every attempt will be made to pinpoint arrests so that only individual lawbreakers will be arrested. (“Kettling” and mass arrests will not be used.)
Unified Command agrees with first sentence.

  • Safe houses shall be considered sacred ground and only entered by police when called upon or if extremely necessary.
Unified Command believes subterfuge should not be used to enter. However, life safety and exigent circumstances are valid reasons.

  • Media and Legal Observers shall not be considered participants in protests and should be allowed to do their jobs freely.
Unified Command believes everyone should be treated as general public. (Parties acknowledge and agree that media and members of the public have a right to record public events without abridgement unless it obstructs the activity or safety of others or physically interferes with the ability of law enforcement officers to perform their duties.)

  • Strategically, police commanders will allow protests to take and occupy larger and more disruptive spaces than would normally be tolerated, and will allow occupation of those spaces for longer periods of time than would normally be tolerated.
Case by case basis.

  • Police will be instructed to be tolerant of more minor lawbreaking (such as thrown water bottles) when deciding whether to escalate the use of force.
Unified Command believes that actions that threaten public safety should be discouraged and arrests will be made when appropriate.

Ferguson police officer who killed Michael Brown set to resign - report

Whatever the decision of the Ferguson grand jury turns out to be, the police officer at the center of shooting death of unarmed teenager Michael Brown is negotiating with city officials to resign.

Ferguson Police Officer Darren Wilson maintains he didn’t do anything wrong on August 9 when he shot and killed Brown, an African American teenager, but people close to the negotiations with city officials told CNN he is in the final stages of resignation. This is regardless of whatever the final outcome from the grand jury will be.

The grand jury is currently deliberating whether to indict him or not for the death. A decision could come at any moment.

CNN reported that Wilson told associates he would resign as a way to help ease pressure and protect his fellow officers, but he has expressed concern about leaving while the grand jury was hearing evidence out of fear it would appear he was admitting fault.

I actually think that him resigning is a pretty good sign that he's sure he won't be indicted.


If he actually thought he'd be charged with anything then he probably wouldn't voluntarily resign, since it'd make it look like he was admitting guilt. So him leaving voluntarily sounds like some sort of weak "consolation" to (supposedly) make the community feel better about him getting off (ie., "Well, he didn't get charged but at least he's not a cop anymore"). :camby:

I could be wrong but that's my initial thought on it.

Two with Black Panther connections charged in St. Louis in federal firearms case






Updated at 8:50 p.m. with new information from a police source.

ST. LOUIS • Two men have been indicted on weapons charges in federal court here for allegedly making straw purchases of two handguns at the Cabela’ssporting goods store in Hazelwood.

A police source says both men are affiliated with the New Black Panther Party and were taken into custody this morning.

The indictment was handed up Wednesday and unsealed today accusing Brandon Orlando Baldwin and Olajuwon Davis of making false statements to obtain firearms. The defendants’ ages and addresses were not made public.

According to the indictment, between Nov. 1 and 13, Baldwin, also known as Brandon Muhammad, and Olajuwon, also known as Olajuwon Ali and Brother Ali, acquired two Hi-Point .45 ACP pistols at the store, claiming that Baldwin was the buyer when, in fact, the weapons were intended for someone else.

Notices of sealed search warrants suggest federal agents searched three locations during their investigation. Those warrants were not made public and did not identify the person for whom the guns were allegedly being purchased or for what purpose.

It was not immediately known if the men were held or had posted bail.

The police source, who spoke on the condition of anonymity, said their arrests were part of ongoing investigation that has spanned several months.

Local and federal authorities executed search warrants at two residences, one in the 2500 block of Hampton in the city and the other in the 1500 block of Reale Avenue in north St. Louis County, the source said. The raids yielded information that both men had planned to obtain illegal weapons to do harm to law enforcement and the public.

Cable news nets bracing or rooting for Ferguson violence?

“Ferguson on Edge,” MSNBC telegraphs. “Tensions Build,” CNN alerts. “Tensions are running high in Ferguson. What is going to happen on the streets there?” Fox News asked. “We’re watching.”

If you’ve watched cable news lately, you are aware of the fine line they are walking between capturing the mood in Ferguson, Mo., in advance of a grand jury decision and practically inciting a violent mood.

Pictures of boarded up windows of stores, talk of the National Guard on standby, “rumors” of certain groups secretly plotting violence in case there is no indictment… the drumbeat is curiously eager.

As you recall, violence erupted, and heavily armed police clashed with angry protesters demanding justice in the aftermath of the fatal shooting of Michael Brown by police officebracr Darren Wilson on Aug. 9. “Some predict that will be the case again when the grand jury’s decision is announced,” CNN reported.

Missouri Gov. Jay Nixon has declared a state of emergency as a precaution and St. Louis Police Chief Sam Dotson said his officers are ready for whatever happens.

Those are the facts. It’s the tone that’s worrisome. Will there be blood? Might there be shooting? They’re guessing for all they’re worth. After all, these networks have hours and hours to fill and the anticipation of possible violence, to be telecast live around the world, is just too much for cable news to resist.

Resign please this piece of garbage got 500k in the bank and bigots around the country are sending him money on a daily basis. He can chill and love his life.
