The situation in Ferguson is due to government corruption, police brutality, and a government and police force that refuses to be transparent and that uses excessive force of people of color compared to anyone else. No civilian is has anymore authority over another civilian but government and police force do, its a hierarchy and when a government and police institution are racist and use aggressive unjustifiable force, and then try to cover it up or refuse to be transparent about it, it causes more problems and protests.
