They tell you this on the interview.To be fair, you have to avoid engaging with customers because even if they are in the wrong, you get hit with all the liability.
He didn't beat on her, but his judgment was flawed in this situation. On the other end, folks end up losing their jobs for too many losses. Reports do say she was arrested for shoplifting, so apparently she wasn't THAT much of a victim, despite the man's actions(again, he didn't beat her.)
