100% of those laws do nothing to STOP immigration enforcement, they merely mean officers of the cities in which they reside don't have to participate in immigration enforcement. That is a Federal problem to solve, not a local one. The laws also do things like give anyone who is in the city due process (shocking) and does not discriminate or deny services based on status. It's basically a federal anti-sanctuary city crusade that will go nowhere. You can't force cities to do what is a federal power and saying they have chosen immigrants over Americans is right-wing hyperbole.
