I think it's more-so that nothing happens unless it adversely affects the majority of the people who are in the position to do something about it. It doesn't have to do with race. I never said that whites are the only one's who can do anything, but you asked why things don't change even though people are aware, and I've told you why. Whites want to keep the black community in a certain state and the prison industrial complex is a major tool. If it was just all about $ then you wouldn't see such racial disparities within the statistics. People of all races use illegal drugs recreationally at the same rate yet blacks are arrested at a rate 10 times higher than whites. The so called War on Drugs campaign that started in the 80's is really a War on Black men. That campaign is directly responsible for the prison population spike.
