This is Republican dogma. They were trying to pull this shyt about 15 years ago and it was a joke then because they only wanted to hit up the companies making bank. At the time YouTube was one of the biggest bandwidth consumers (that we pay for on the user side BTW), but they were only talking about the Googles of the world who at the time consumed very little data.
Once they started exploiting the lack of regulation, you're all going to see that they'er going after the deep pockets not the bandwidth users (again that we all pay for as end users). You compare a list of biggest bandwidth users and who they go after there probably won't be any correlation.
But we and end users will eat the fees. fukk you all and your "regulation is bad!" agenda
