This is how it's always been when the government wants to wage war they use "laws" they analyze and research little occurrences and come up with distinctions such-as crack/cocaine and even though it's the same drug one carries a much heavier penalty than the other and the one carrying the heaviest penalty is easily accessible to blacks. they implement mandatory minimums so even if the circumstances for a particular case warrant less time it's out of the judges hand to dictate a sentencing because he has a guideline to follow;not that the judge would be lenient in the first place.
